代理人行为规范

　　思德福学院每年评审和更新招生代理中介合同。所有我校指定的招生代理中介都必须接受我校的培训。

　　所有招生代理中介必须遵循以下条款：

1. 遵守代理人行为规范准则。
2. 不做有损思德福学院利益的事。
3. 在申请学生准证期间，若学生取得旅游签证入境，来学校探访考查，费用自理。
4. 专业化，在指定的区域内诚实守信的介绍课程及招收学生。
5. 确保按时完整地向我校提供“国际学生申请表”及相关材料。
6. 秉承公平教育的原则招收学生，不会存在硬性推销、虚假广告等不公平行为。
7. 代理人会遵守新加坡的法律法规以及所在国家的法律法规，不做违法，违背道德的事。

• All forms are to be properly filled up in legible writing. Stalford will not be responsible for any mistake in wrongly-filled forms.
• Forms that are not fully completed will not be processed. For sections that are not applicable to the applicant, please indicate with “Not Applicable” in the suitable space provided.
• All documents, certificates, and educational transcripts must be translated in English.
• All educational transcripts must be certified or authorised, and submitted together with the form.

招生信息与新生入学程序

第1步：课程资料介绍及课前辅导

　　申请学生将收到下列资料：

• 课程资料
• 入学资格资料
• 课程入学标准

　　我校将为申请学生进行一个课前的辅导，以便学生了解更多关于思德福学院的信息和其它重要的学习讯息。

第2步：入学分班测试

　　我校将安排学生参加课程分班测试，以确定适合学生的课程水平。

第3步：递交申请表格

　　国际学生须填好申请表，准备好申请材料、费用以及办理学生准证所需文件：

• — 申请表格务必填写完整，以顺利申请学生准证。在递交申请表时须同时缴纳报名费$535新币。



学生所需文件

• 出生证明公证书或出生医学证明公证书（中英文）一份
• 护照第一页复印件一份
• 学生本人的证件照1 张（35mm X 45mm），或电子版证件照（照片需符合ICA 标准，即照片为三个月内拍摄，背景为白色，正面免冠，全脸露眉）。
• 最高学历毕业公证书或在读证明公证书（中英文）一份
• 学习成绩单证明公证书（中英文）一份
• 学生若有更改姓名，需要提供更名证明



学生父母所需文件

• 父母护照第一页复印件一份
• 父母工作证明表各一份（学院提供标准表格填写，中英文填写，单位盖章即可）
• 父母所拥有的定期存款证明公证书（中英文）一份（15 万元人民币以上，至少6 个月有效期）
• 若申请学生或其父母是私营业主，请提供相应的营业执照复印件一份

　　申请学生的学生准证处理和批准需要4到6周。学生准证一旦被新加坡移民厅批准后，我校将通知学生。学校学生管理员将带学生到 ICA 领取学生准证。学生也必须携带所需文件（护照；新加坡入境签证；身体检查报告（若需）；移民厅保证金（若需）；所有其它在学生准证批准信上写的所需文件原件）。年龄15岁上的学生必须做身体检查，报告结果可在3 – 5天内取得。

　　思德福学院也会为国际学生申请学生准证。我校只负责为学生申请学生准证提供帮助，最终决定权在新加坡移民厅。

第4步：接受录取通知书和收费通知单

　　凡是被我校录取的学生将收到我校的录取通知书（Letter of Offer)。学生应将已签名的学生合同（Standard Student Contract) 及学生择校说明书（Advisory Note) 一起交给学校。学生应在签署学生合同之后支付课程的费用。学生到新加坡后须向我校提供的项目包括以下内容：

• —  学生已签字的学生择校说明书
• —  学生已签字的学生合同
• —  学费（依据收费通知单支付课程费用）

第5步：FPS学费保障计划

　　在收到全部所需的文件和费用支付之后，我校将在同一个工作日购买来自于The Lonpac Insurance Bhd 的学费保险给学生。 我校也将在同一天发给学生一份学费保险证书(Certificate of Insurance)的副本。

第6步：学生迎新活动与开课

　　我校将在学生开课前举行一次迎新活动，向学生介绍新加坡的制度、政策、法规和规章以及我校的校规。国际学生也可以通过这次活动结识新朋友，了解新加坡的文化和习俗。

新加坡相关法律

新加坡移民与关卡局 (ICA) 的条例

凡是持有学生准证的国际学生必须符合以下条件：
• —  学生出勤率必须在90%以上或不可连续7天旷课。
• —  学生应该每日至少要在学校学习５个小时，上课或者接受辅导，并且参加各种学习强化活动以及自修。
• —  学生在领取学生准证后，不可违反（包括学生准证申请表格、批文、学生准证）以上所列条规的任何形式的活动（例如非法工作）。
• —  学生在学生准证到期后，不能继续逗留新加坡，思德福学校须通知移民与关卡局该生的离境日期和方式。
• —  学生必须在领取新加坡移民与关卡局签发的学生准证之后才可获准上课。
• —  学生只能按照学生准证上所指示的课程或学校上课。
• —  学生必须在学业终止后的七天之内，把学生准证退还给该校以做必要的处理。

乱丢垃圾

　　在新加坡乱丢垃圾，初犯者会面对高达1000新币的罚款；重复丢垃圾者不仅会面对高达2000新币的罚款，还会收到“劳改令” (CWO)，穿上“劳改服”去公共场所打扫几个小时的卫生，当地媒体也可能会报道此事。

口香糖

　　新加坡法律禁止进口、销售口香糖，所以个人携带口香糖是不被允许的。

吸烟

　　在新加坡的绝大多数地方禁止吸烟——包括电影院、办公室、商场、酒店、公交转换站、儿童游乐场、运动区、停车场、电梯口等地都禁止吸烟。

About Singapore

Before embarking on your education here in Singapore, you might want to fill yourself in on some snippets of information about the city.
Singapore is often known to international visitors as ‘Garden City’ because of its clean environment and the plentiful greenery all around the island. Aside from being a Garden City, Singapore is a unique country with a melting pot of cultures, and a population made up of people of diverse cultures from different walks of life. The country is sometimes viewed as a world class city because of the mix of unparalleled elements it possesses – stable political and economic climate, comprehensive range of modern amenities, and low crime rate.

People and Multicultural Society

A multicultural society with a rich heritage, Singapore is predominantly made up of four different races – Chinese, Malays, Indians and Eurasians. This unique blend of cultures arising from the multifarious races is further augmented by the presence of expatriates from around the globe, thereby making the city one that can be truly considered cosmopolitan.

Stable Economy

Having a fairly stable economy which has been experiencing steady growth, Singapore has been leveraging on its financial stability to gradually move towards developing itself into a financial hub on top of being a key regional trading centre. Also home to one of the world’s busiest port, the country has gradually become a sterling location for foreign investment. Its stable and fast growing economy puts the country in a decent position to reassure both its residents and international visitors of its social stability and positive economic outlook in the long run.

Weather

The temperature in Singapore varies between 24 to 35 degrees Celsius throughout the year. The year round tropical weather makes it advisable for you to wear summer clothes.

Getting Around

There are three main modes of transportation that will help you get around Singapore.
MRT
Mass Rapid Transit (Singapore) or SMRT in short, is the main train service provider in Singapore. It provides the local populace with a fast, reliable, safe, comfortable, and economical form of transportation to key locations all around the island – each ride may cost between S$0.80-S$1.80, depending on the length of the journey.
Bus
Another option to consider would be public bus services which are also convenient and comparable to MRT rides. Bus rides cost about S$0.60 and higher. Students (up to tertiary levels) studying in mainstream government schools can purchase special passes to enjoy concessionary rates on all public transport services (Bus and MRT).
Taxi
Taxis provide a more comfortable, yet more extravagant alternative to MRT and buses. There are over 15,000 taxis in Singapore which are available 24 hours a day for booking, with rides that cost $2.40 and above. These taxis can be conveniently flagged down or hired at the many designated taxi stands at key locations.
Necessities, Facilities and Amenities
Public facilities and amenities such as shopping centres, polyclinics, places of worship are all made conveniently accessible to its population to facilitate their daily needs.
Food
Singapore earned its well-deserved reputation as a ‘food paradise’ from the assortment of different cuisines including those of Chinese, Malay, Indian, Western, Japanese, Thai and Korea, that are commonly available locally. The general cost of a meal is between an affordable range of $2 to $5.

Telecommunication

The telecommunication network is very advanced in Singapore, where mobile phone services, rates and subscriptions are affordable. With wireless internet access made available at all libraries and some public areas, and free short message services provided by some companies, communicating with your family members and friends has never been this affordable and convenient.

四、政治稳定，易于移民

　　新加坡社会治安良好,是全世界犯罪率最低的国家之一。社会建设、金融体系、通讯交通、教育科技等方面发展迅速。新加坡是高度发达的移民国家,人口有负增长趋势,所以政府鼓励留学人才及高级技术人才在其国内发展,并提供广阔的发展空间和宽松的移民政策。

五、文化相近，多彩生活

　　新加坡为亚洲国家,华人占总人口的70%以上，生活习俗相近,在英语和华语的双语环境中，中国学生可以轻松的适应新加坡的生活。全国各地大城市每天都有抵达新加坡的航班,往返容易。新加坡有着引人入胜的美景、丰富多彩的休闲活动、琳琅满目的商品和世界各地的美食。

Entering Singapore

International students should take note of the following and make appropriate arrangements prior to arrival, for a fuss-free entry into Singapore.

1. Documents required for Student’s Pass

All documents are to be original and translated. Visit www.ica.gov.sg to download the ICA Student Application Form V36 and Form 16.

• Escrow Form (parents/guardian to sign if student is below 21)
• Birth Certificate
• Highest Qualification Certificate
• Highest Qualification Transcripts
• Photocopy of Passport
• Change-of-Name Deed
• Proof of Financial Support (For Application from Visa-Requiring Countries)
• Passport-sized Photographs
• Bank details of Student Protection Scheme (Escrow)
• Study Plan
• Parent/Guardian’s working statements

2. Immigration and Checkpoints Authority Regulations

All students with a Student’s Pass are to meet all of the following requirements:

• A student must attend a minimum of 90% of scheduled course hours or not be absent from the course for 7 consecutive days.
• A student should spend at least 7 hours in school per day, attending classes and tutorials, participating in enrichment activities and performing self-study.
• A student must not engage in any form of activities which may contravene the stipulated conditions (including those stated In the student’s Pass application form, In-Principle Approval letter and Student’s Pass Card) upon which a Student’s Pass is issued (e.g. illegal employment).
• A student must not remain in Singapore without the authority after the expiry of the Student’s Pass. Stalford will inform the ICA of his/her means and date of departure.
• A student is permitted to attend the course only after the approval of the Student’s Pass has been given by the ICA.
• A student must not be retained as a student in any other school(s) or course(s) other than the one indicated in the Student’s Pass.
• A student must surrender the Student’s Pass for cancellation within seven days from the date if cessation or termination of his/her studies or course(s).

3. Security Deposit

All international students are expected to pay a Security Deposit upon being granted entry into Singapore and acceptance to Stalford Academy Pte. Ltd. The amount will vary according to the student’s nationality. This Deposit is refundable to the student at the end of course, provided that the student complies with all ICA and Stalford Academy Pte. Ltd. rules and regulations.

Endang (16 Years Old) and Joni (14 Years Old)

Endang and Joni are siblings who made their way from their hometown in Indonesia in hope to enter a government school in Singapore. In 2009, they joined Stalford’s Preparatory Course for Entry into Government Schools. When they first joined the Academy, they had a poor command of the English language and were struggling to cope with linguistic demands in Singapore, scoring no more than 30 marks in their language examinations. Understanding the situation that they were in, Stalford worked with them intensively to improve their grades and ensured they were imparted the necessary fundamentals for a firm grasp and mastery of the language. After over 2 months of intensive lessons, Endang and Joni took part in the mandatory entry examinations to enter a government school. They not only attained outstanding results but also managed to secure elusive spots in prestigious schools.
